Once seedlings have emerged they can be given 24 hours light (continious) however 18 hours light + 6 hours dark is enough. If using continious light remember that everything drys out alot faster and therefore things such as watering will require extra attention. By keeping your seedlings with atleast 18 hours light per day they will stay in a vegetative state and wont flower.
